The Civil Aviation Act 1990.

This version excludes the Schedules to the Act.  The Schedules contain the text of International Conventions on civil aviation to which New Zealand is a signatory.  The full version of the Act including the Schedules can be viewed at www.legislation.govt.nz under "Acts".
